Second say on Planning and Design Code1 Dec. 2020
You now have a second chance to comment on the draft Planning and Design Code.
We will review the proposed changes to the Code and cross-reference with our previous submission, to ensure the unique assets of the Barossa are safeguarded in the planning process. The additional consultation period now gives us further opportunity to represent the Barossa’s best interests as part of the feedback process and you are encouraged to do the same.
Key messages in our submission on the initial Phase 3 Code Amendment included:
- Support for the new Code structure, but fear that local policy had not been carried forward – this has helped shape the unique places we have, in some cases across multiple generations. Council will continue to advocate for local policy
- A number of zones will facilitate retail activity where it is currently not envisaged, and at a scale that will impact existing town centre
- In rural areas, dwellings on undersized allotments should be Restricted Development (with the exception of dwellings on specified smaller allotments
- Very few developments are listed as “Restricted Development” in each zone, which could potentially lead to inappropriate development
- The proposal to include only parts of the Barossa in a Peri-Urban Zone or similar is not supported. It is noted that the revised draft now refers to Adelaide Country Zone
- Facilitating reduced lot sizes and frontages will result in metropolitan scale development that is out of character with the Barossa’s village and township scale
